Manchester (Manchester Mirror) October 22, 2026 – City charges remain unresolved as the club await the outcome of an appeal against an independent commission’s decision that found them guilty of 114 of 115 alleged breaches of Premier League financial rules. The case now moves through a separate disciplinary and appeals process, with no punishment yet confirmed.

As reported by the Manchester Evening News, City are awaiting the outcome of the 114 financial charges case, with two hearings forming part of the process. The club have appealed the commission’s ruling, and reports suggest the Appeal Board’s findings may not be available until January.

What has the independent commission decided?

An independent commission found Manchester City guilty of all charges relating to serious breaches of the Premier League’s financial rules across a nine-season period, as well as the majority of charges concerning failure to co-operate with the League’s investigation. The Premier League confirmed the outcome in a statement on 29 September 2026.

As reported by BBC Sport’s Sami Mokbel, Dan Roan and Nizaar Kinsella, the decision was first reported by The Athletic, which said 114 of the 115 counts had been upheld. BBC Sport said it had also been told that the independent panel had ruled and that the majority of charges had been upheld.

The charges related to the period from 2009-10 to 2017-18. They included allegations that City failed to provide accurate financial information, failed to provide accurate details of player and manager payments, breached UEFA rules including Financial Fair Play, breached Premier League Profitability and Sustainability Rules, and failed to co-operate with the Premier League’s investigation.

What has Manchester City said?

Manchester City have consistently denied wrongdoing. In a statement provided to BBC Sport, the club said:

“Premier League process remains ongoing with significant elements to be completed, and subject to strict confidentiality.”

The club added:

“The club has diligently respected due process for eight years on the basis that the Premier League board and executive would behave as an independent, impartial and fair-minded regulator, free from partisan influence.”

As reported by the Manchester Evening News, City have rejected allegations of misconduct and said they possess “irrefutable evidence” demonstrating the legitimacy of their revenues and contracts.

When could a punishment be decided?

The Premier League has said that, now the charges have been proved, the issue of sanction will be addressed separately in a further hearing before the independent Commission. It also confirmed that City had the right to appeal the findings, with a deadline of Friday 2 October to exercise that right.

As reported by BBC Sport, a sanctions hearing is still required to determine the punishment. That hearing had not taken place at the time of the original reporting and could take months, while an appeal would then follow.

The Manchester Evening News reported that the appeals process is in motion and that indications suggest the Premier League Appeal Board’s findings may not be available until January. The newspaper also reported that any potential penalties against City are expected to be delayed until the appeals process is finalised.

Could Manchester City receive a points deduction?

A points deduction is among the sanctions available to the disciplinary commission. BBC Sport reported that possible repercussions include a points deduction, expulsion from the Premier League or a large fine.

As reported by the Manchester Evening News, insiders indicate that a points deduction is the most likely outcome if City’s appeal fails. The newspaper, citing reports from the Daily Mail, said the penalty could be severe enough to ensure relegation to the Championship, with a further deduction potentially keeping City in the second tier for an additional season.

The Manchester Evening News noted that points deductions have been used in recent seasons for financial-rule breaches, including against Everton and Nottingham Forest during the 2023-24 season. It also reported that, if City were relegated through a points deduction, a promoted Championship club could replace them, provided that club met the EFL’s admission and financial standards.

What other sanctions could City face?

BBC Sport reported that the disciplinary commission has several options, including an immediate or suspended points deduction and an immediate or suspended financial penalty.

The Manchester Evening News reported that a financial penalty could be imposed alongside a points deduction or as a standalone punishment. It cited former Arsenal defender Martin Keown, speaking on talkSPORT, as saying sources had indicated City could be penalised in this way if their appeal was unsuccessful.

The newspaper reported that the highest fine previously imposed by the Premier League was £10.75 million on Chelsea in March, but said any financial sanction against City was expected to exceed that figure given the seriousness of the findings. It added that the exact size of any fine remained speculative.

More severe outcomes have also been reported. Bloomberg Law reported that the Premier League found City guilty of financial irregularities considered serious enough that the club could be removed from the league and relegated. BBC Sport similarly reported that expulsion from the Premier League remained a possible repercussion.

The Manchester Evening News reported that outright removal from the league structure would be a drastic measure and could depend on the Football Association’s classification of where City would be placed. It added that significant logistical challenges would make expulsion unlikely, including the need for another competition to accept City and for the Premier League and Championship to resolve fixture implications.

Could rival clubs seek compensation?

BBC Sport reported that Premier League clubs were seeking legal advice about possible compensation after City were found guilty of the vast majority of the 115 charges. A number of clubs had already begun seeking advice before the findings were reported.

One source, described by BBC Sport as a former senior executive at one Premier League club who later moved to another, said they expected clubs to submit individual compensation claims against Manchester City. BBC Sport reported that another leading lawyer said the process could instead be centralised by the Premier League.

BBC Sport also reported that Everton were told in June to pay Burnley £35 million after breaching profit and sustainability regulations. Burnley argued that the breach affected their chances of staying in the Premier League, while Everton appealed the ruling.

What was the original case about?

The Premier League charged Manchester City in February 2023 after a four-year investigation. The club was referred to an independent commission over allegations that it breached financial rules between 2009 and 2018.

The hearing began in September 2024 behind closed doors and concluded in December after around 12 weeks. The Premier League alleged that City breached rules requiring the club to provide accurate financial information giving a true and fair view of its financial position.

The charges covered the managerial tenures of Roberto Mancini and Manuel Pellegrini, as well as the first two years under Pep Guardiola. BBC Sport reported that City won eight trophies during the period covered by the case, including three Premier League titles, three League Cups, one Community Shield and one FA Cup.

What happens to City’s titles?

No decision has been announced on whether any titles could be affected. BBC Sport reported that possible consequences could include a points deduction serious enough to relegate City, large fines or expulsion from the Premier League, but it did not report that titles had been removed.

The Manchester Evening News reported that revocation of titles earned during the period in question was among the potential consequences mentioned in reporting on the case. It also reported that a transfer ban was another possible consequence.

Background of the development

Manchester City were charged by the Premier League in February 2023 following a four-year investigation into alleged financial-rule breaches between 2009 and 2018. The case was heard by an independent commission in a closed-door hearing that began in September 2024 and ended that December.

In September 2026, the Premier League announced that the independent Commission had found City guilty of all charges relating to serious financial-rule breaches over nine seasons and the majority of charges relating to non-co-operation with the investigation. The League said sanction would be considered separately.

City subsequently appealed. The appeal means the final outcome, including any punishment, remains subject to further proceedings.

How could this affect Premier League clubs and fans?

For Premier League clubs, the development could affect sporting competition, commercial planning and potential legal claims. BBC Sport reported that rival clubs are seeking advice on compensation, with some sources expecting individual claims against City and others suggesting the Premier League could centralise the process.

For supporters, the immediate effect is continued uncertainty. No sanction has been confirmed, and the appeal process could delay clarity until next year, according to reporting by the Manchester Evening News.

If a points deduction were ultimately imposed and led to relegation, City’s squad, revenue and fixture schedule could change substantially. The Manchester Evening News reported that key players might seek to leave in such a scenario and that salary structures could require significant adjustment.

For now, Manchester City remain in the Premier League and no sporting sanction has been applied. The next material development is expected to come through the appeal and any subsequent sanction process.
