Key Points

  • Capital&Centric has finished the £60m redevelopment of Weir Mill Stockport which is a Grade II listed historic cotton mill from 1790.
  • It provides 253 build-to-rent homes in addition to 88 homes in the redeveloped historic mill buildings and around 20,000 sq ft of commercial units.
  • Seven out of the eight commercial units have been taken up even before the start of marketing of the residential units by tenants such as Rita Ray’s, Bodega, Kontrol, Hustle, Prologue and The Jane Eyre.
  • The project is part of the Town Centre West regeneration project by Stockport Mayoral Development Corporation and larger £1 billion regeneration of the town centre.
  • It was delivered two years behind schedule due to the challenges of restoring historic mills.
  • The apartments for rent on their Ollo platform started marketing in late August 2026 at prices ranging from £1,150 to £1,450 per month for one-bed units.
  • The public realm includes Weaver’s Square underneath the viaduct, landscaped courtyards and enhanced riverfront access to the River Mersey.

Stockport (Manchester Mirror) September 30, 2026 – The completion of Capital&Centric’s Weir Mill marks a major milestone in Stockport’s ongoing town centre regeneration, with the £60m heritage-led scheme now fully open and welcoming residents and independent businesses. As reported by multiple outlets including Place North West and BDC Magazine, the Grade II-listed former cotton mill complex has been transformed into a mixed-use neighbourhood comprising 253 build-to-rent homes and approximately 20,000 sq ft of ground-floor commercial space. The development, delivered in partnership with Stockport Council and Stockport Mayoral Development Corporation (MDC), sits beneath the town’s iconic railway viaduct and forms a centrepiece of the Town Centre West masterplan.

How many homes and businesses are now operational at Weir Mill?

The Weir Mill Stockport scheme delivers 253 one, two and three-bedroom rental apartments, with 88 of these located within the restored West Mill and East Mill buildings that date back to the late 18th century. The remaining 165 homes are distributed across two new-build blocks, including the 14-storey tower known as Fabric and a seven-storey building called Calico. Commercial space totals around 20,000 sq ft, with seven of eight units already let ahead of the residential launch on 22 August 2026.

Confirmed operators include Rita Ray’s, a female-led sports bar focusing on women’s sport; Bodega, a relaxed wine bar with a subscription model; Kontrol, a pilates studio offering reformer and mat classes; Hustle, a speciality coffee shop; Prologue, an independent bookshop with cafe and bar; and The Jane Eyre, a laid-back bar and restaurant. Social Osteria, the second venture from the team behind Social Trattoria in Poynton, has also signed a 15-year lease.

Why did completion take longer than originally planned?

Weir Mill Stockport completed approximately two years later than initially projected, with delays primarily attributed to the technical challenges of restoring historic mill buildings that are more than 230 years old. As Tim Heatley, co-founder of Capital&Centric, explained to Manchester Evening News, the team encountered unforeseen structural issues as they peeled back layers of alterations made over decades, including instances where cast iron columns had been removed without adequate replacement. Additional discoveries included previously unknown basements and variations in the original fabric that required careful remediation.

The complexity of the restoration work, which involved hand-repointing brickwork and preserving exposed industrial features such as pipes and wiring, contributed to the extended timeline. Despite the delays, Stockport Council’s cabinet member for economy, regeneration and skills, Cllr Micheala Meikle, described the outcome as a clear sign of confidence in Stockport’s future.

What commercial strategy has Capital&Centric adopted for ground-floor units?

Capital&Centric has treated the ground-floor commercial space at Weir Mill Stockport as a strategic loss leader, opting for conservative rents and generous fit-out budgets to attract independent operators rather than national chains. Tom Wilmott, joint managing director of Capital&Centric, told Place North West that the developer deliberately appraises commercial space at lower rents (around £30 per sq ft) to avoid setting unrealistic expectations that could lead to vacant units.

This approach mirrors the strategy employed at Capital&Centric’s Kampus development in Manchester city centre, where a strong mix of independent businesses helped establish the scheme as a destination in its own right and supported premium residential rents. Wilmott stated:

“By having a really good collective of ground floor independent operators with really good concepts, the rents on the residential will benefit from that”.

The developer’s willingness to support smaller businesses with lower rents and fit-out contributions reflects an understanding of the challenges faced by independent operators in the current economic climate.

How does Weir Mill fit into Stockport’s wider regeneration plans?

Weir Mill Stockport forms a key component of the Stockport Mayoral Development Corporation’s Town Centre West masterplan, a 130-acre regeneration district that aims to transform the western part of the town centre. The scheme is part of a wider £1 billion regeneration programme for Stockport town centre, which includes the new £135m transport interchange adjacent to the site.

As noted by Stockport MDC, the development represents a prime example of regeneration that honours the borough’s rich industrial heritage while creating modern living spaces and commercial opportunities. Cllr Meikle told Nub News:

“For many years, Weir Mill stood empty, so we’re incredibly proud to see it becoming a thriving neighbourhood, with new homes alongside independent businesses that will bring more activity, footfall, jobs and investment into the town centre”.

What are the rental prices and how can people apply?

One-bedroom apartments at Weir Mill Stockport are priced from £1,150 to £1,450 per month, positioning the scheme at the upper end of Stockport’s rental market but still below comparable developments in Manchester city centre such as Kampus. Two and three-bedroom units are also available, with all homes offered on a build-to-rent basis through Capital&Centric’s Ollo rental platform.

The developer officially opened Weir Mill in August 2026, with residents and businesses beginning to move in from the end of that month. A community event branded WEIR:LIVE is scheduled for 3 October 2026, featuring an all-local line-up of musicians, DJs and artists to celebrate the completion with the wider Stockport community.

Background of the Weir Mill development

Weir Mill dates to 1790 and originally operated as an integrated cotton works before falling into dereliction in recent decades. The Grade II-listed complex includes the West Mill and East Mill buildings, along with ancillary structures such as the Wheelhouse and Weavers’ Shed. Planning permission for the transformation was granted in 2021 following consultations with heritage bodies including the Stockport Heritage Trust, The Victorian Society, English Heritage and the Ancient Monuments Society.

Capital&Centric purchased the site in 2022, with main contractor SISK beginning on-site preparations in July of that year. The £60m project was funded in part by Stockport Council, Homes England and the Greater Manchester Combined Authority, with £7m provided through the Housing Infrastructure Fund. Construction progressed through 2023 and 2024, with cranes appearing on Stockport’s skyline in early 2023 as the concrete frame of the 14-storey tower reached its full height.

Prediction: How will Weir Mill affect Stockport residents and businesses?

The completion of Weir Mill Stockport is likely to have several measurable effects on the local community and economy. For residents, the addition of 253 new homes in the town centre will increase housing supply and provide an alternative to suburban living, potentially attracting younger professionals and families seeking urban amenities. The presence of independent bars, restaurants, a bookshop and a pilates studio within the development creates a self-contained neighbourhood that could reduce the need for residents to travel outside Stockport for leisure activities.

For local businesses, the concentration of independent operators at Weir Mill may create both opportunities and competitive pressures. The developer’s strategy of prioritising independents over national chains could provide a platform for small businesses to establish themselves in a high-profile location, as evidenced by the early commitment from operators such as Social Osteria and Rita Ray’s. However, the introduction of new dining and drinking venues may intensify competition for existing town centre businesses, particularly those in the immediate vicinity of the development.

From a regeneration perspective, Weir Mill Stockport is expected to contribute to the broader transformation of Town Centre West, potentially catalysing further investment in the area surrounding the transport interchange. The visual prominence of the development beneath the viaduct means it will serve as a daily reminder of Stockport’s regeneration trajectory for commuters and visitors. If the mixed-use model proves successful, it could encourage similar heritage-led schemes elsewhere in the borough, reinforcing Stockport’s reputation as a destination for quality urban living in Greater Manchester.
