Bolton (Manchester Mirror) September 08, 2026 – A landmark partnership agreement has been signed to advance Health Innovation Bolton (HIB), a £520m health-led regeneration project that could transform 700 acres of land west of Royal Bolton Hospital into a mixed-use campus focused on healthcare, research, skills and new communities.

As reported by Dan Whelan of Place North West, Bolton Council, Bolton NHS Foundation Trust, Bradford Estates, Peel Land, the University of Greater Manchester, Bolton College and facilities management business iFM are among the signatories of an accord that obligates them to collaborate to bring the scheme to fruition. The agreement builds on a memorandum of understanding (MoU) first signed by the parties in 2021 and updates it to reflect progress made since then.

The initiative’s sponsors expect HIB to attract £520m of capital investment and deliver a GDV of more than £1bn, with more than 2m sq ft of employment, R&D and health floorspace alongside in excess of 2,000 new homes. Once fully operational, the project is projected to generate £160m of gross value added (GVA) per year for Bolton and £310m per year for Greater Manchester.

What will be built on the 700-acre site near Royal Bolton Hospital?

The development is to be located north and south of Plodder Lane, off Junction 4 of the M61 in Bolton, within the wider NorthFold growth location that could ultimately deliver 6m sq ft of industrial space and 9,000 homes across Bolton and Wigan. The site is bordered by the M61 to the south and includes greenfield land owned by Peel Land adjacent to Plodder Lane, Water Lane, Methhurst Lane and St Helens Road, as well as land next to the hospital held by Bradford Estates and Bolton Council.

Plans include a new “primary transport corridor” intended to ease congestion around Plodder Lane and improve access to the M61 at Junction 4, alongside improvements to public transport, walking and cycling routes and upgrades to digital, water and utility networks. New residential communities are expected to feature affordable housing, accommodation for key workers and students, supported living options and market-rate housing, designed to merge with existing neighbourhoods in Farnworth and Great Lever around a new elevated linear park.

How many jobs will Health Innovation Bolton create and who will benefit?

A total of 4,500 direct on-site jobs are expected at HIB once the site is operational, of which around 2,300 are projected to go to Bolton residents. What have NHS and university leaders said about the project?

Professor Fiona Noden, chief executive at Bolton NHS Foundation Trust, said: “Health Innovation Bolton is a unique opportunity to improve the health and wellbeing of future generations, not only here in Bolton, but across Greater Manchester.” She added: “By bringing together healthcare, education, research and industry, we can help tackle health inequalities, create opportunities for local people and support innovation that benefits our communities.”

As reported by Neil Hodgson of The Business Desk, a report revising the 2021 MoU was expected to be presented to Bolton Council’s cabinet, with leaders from public and private sectors convening at an event titled “NorthFold ing Growth Wigan Bolton” attended by more than 200 representatives from industry, stakeholders and investors.

Joint work on project governance, business plan, masterplan, delivery strategy and infrastructure has continued to progress through 2026, with a joint development vehicle between Peel Land and Bolton Council intended to be established to drive further progress. Two of the partners, the council and Peel, which owns the vast majority of the land, are expected to establish this vehicle to deliver the project.

There will be further targeted conversations with potential partners and HIB partners going forward, and a public consultation on the scheme is scheduled to take place in 2027.
