Key Points

  • Westminster City Council proposes segregated cycle lanes along Bayswater Road, north side of Hyde Park, from Palace Court to Lancaster Terrace (half a mile, between Queensway and Lancaster Gate Tube stations).
  • Plans include four “floating” bus stops (two on each side), where cycle tracks pass behind bus stops to protect cyclists.
  • Scheme aims to improve cyclist safety, link to C3 and C27 strategic cycleways, and add new pedestrian crossings; parking/loading discouraged except for Sunday art market opposite Lancaster Gate.
  • Eight-week public consultation closes Wednesday, February 4, 2026; council under Labour control.
  • Floating bus stops controversial due to risks for bus passengers, especially those with visual/hearing impairments; designed to let cyclists bypass stopped buses safely, but e-bikes raise pedestrian collision fears.
  • Recent TfL data shows 10% rise in cyclists killed or seriously injured in London.
  • Westminster cabinet member Max Sullivan defends plans, notes minimal motor traffic impact, zebra crossings at floating stops, and benefits for pedestrians (e.g., upgraded tactile paving).
  • Government issued new statutory guidance last month: bus islands at least 2.5m wide; no boarding/alighting directly into cycle tracks; pause on such designs remains.
  • London Cycling Campaign and Westminster Cycling Campaign welcome the plans.
  • Westminster Conservatives urge “pause and rethink,” citing safety risks for pedestrians crossing cycle lanes, congestion, pollution, single-lane traffic.
  • Indirect unprotected cycle route already exists via side streets between Queensway and Paddington.
  • Kensington Society fears extension into Notting Hill Gate, increased traffic jams; highlights risks from motorised cycles, poor visibility.
  • Historical context: Pre-pandemic TfL abandoned Notting Hill Gate to Holland Park lanes due to opposition; 2009 death of cyclist Eilidh Cairns on Notting Hill Gate by HGV.

Hyde Park (Manchester Mirror) February 03, 2026 – A fierce row has erupted over Westminster City Council’s plans to install protected cycle lanes alongside Hyde Park on Bayswater Road, featuring four controversial “floating” bus stops that critics say endanger vulnerable pedestrians.

The proposals, stretching half a mile from Palace Court to Lancaster Terrace between Queensway and Lancaster Gate Tube stations, aim to boost cyclist safety on the busy route linking Marble Arch and Notting Hill Gate. As reported by Robert Wright of the Evening Standard, the Labour-controlled council insists the scheme will connect to the C3 and C27 cycleways with minimal disruption to motorists, who already travel single-file due to parking.

Opposition mounts from Westminster Conservatives and residents’ groups, who warn of safety hazards and traffic chaos on this arterial road.

What Are the Proposed Cycle Lanes on Bayswater Road?

The dedicated lanes would sit higher than the main carriageway but lower than the pavement, passing behind two bus stops per side to create four floating bus stops total. New cycle and pedestrian crossings are planned, with parking and loading banned except opposite Lancaster Gate for a Sunday art market.

Westminster City Council states the design protects cyclists from buses and traffic, reducing casualty risks where cyclists are Westminster’s most injured road users. An eight-week consultation, accessible closes on February 4, 2026.

As per council documents cited by the Evening Standard, recent Transport for London (TfL) data reveals a 10% increase in cyclists killed or seriously injured across London, underscoring the need for protected routes to encourage cycling.

Why Are Floating Bus Stops Causing Controversy?

Floating bus stops, or bus stop bypasses, allow cyclists to overtake stopped buses without merging into traffic, originally prioritising cyclist safety. However, fears grow over risks to passengers—particularly those with impaired vision or hearing—boarding or alighting amid passing cycles.

The rise of faster, heavier e-bikes has amplified concerns, with critics highlighting collision dangers for pedestrians crossing cycle tracks to reach pavements.

As reported by Robert Wright of the Evening Standard, Westminster’s cabinet member for streets and cycling champion, Max Sullivan, addressed these issues: “Protected lanes for cycling will have little or no impact to motor journey times, because traffic on Bayswater Road already operates in single-file due to parking and loading. Cyclists are the most commonly injured road user across Westminster, including on Bayswater Road, and the new protection will significantly reduce casualty risk and enable more people to get on their bike.”

Sullivan added: “One of the ways that protection is provided is by routing the cycle track behind the bus stops so that they don’t get hit by buses and other traffic. I understand that ‘floating bus stops’ are a cause of concern for some people, and in other parts of London some have not been designed well. In Westminster we will only install them where they are necessary and we will always include a zebra crossing which cyclists are legally obliged to stop at.”

He continued: “As part of this scheme people walking and wheeling will benefit from simpler, faster straight-across green-man crossings over Bayswater Road, upgraded tactile paving for people with visual impairments, and safer side road crossings.”

What Does Recent Government Guidance Say on Floating Bus Stops?

Last month, the UK Government issued statutory guidance on floating bus stops, including existing schemes. It mandates bus stop islands be at least 2.5m wide and prohibits passengers boarding or alighting directly into cycle tracks.

A government order requires all English local authorities to pause installations where passengers step straight into cycle paths—a rule still in force.

This follows broader safety debates, as noted in Evening Standard coverage linking to TfL’s road safety data.

Who Supports the Bayswater Road Cycle Lane Plans?

The London Cycling Campaign and its Westminster branch have welcomed the proposals, viewing protected routes as essential for safer cycling in the capital.

Council visuals show improved pedestrian crossings with tactile paving upgrades, aligning with Sullivan’s emphasis on accessibility.

Why Are Westminster Conservatives Opposing the Scheme?

Westminster Conservatives demand a “pause and rethink,” labelling the design “poorly designed, presents serious safety risks and is likely to worsen congestion on one of London’s busiest arterial roads.”

they argue bus passengers must cross cycle lanes to reach pavements, reducing the road to single lanes per direction and hiking journey times, pollution, and diversions into residential streets.

An indirect, unprotected cycle route already links Queensway to Paddington via side streets, they note. The plans halt at Westminster’s boundary with Kensington and Chelsea.

What Risks Do Residents’ Groups Highlight Near Hyde Park?

The Kensington Society, a residents’ campaign group, opposes extension fears. Chairman Amanda Frame messaged members: it was “quite possible” the lanes could jam traffic into Notting Hill and Holland Park Avenue.

She echoed concerns: “The proposed floating bus stops require all pedestrians, including older people, disabled residents and those with limited mobility or sight, to cross a raised cycle track in order to access buses. This introduces a clear risk of collisions, particularly at dusk and in the evening when visibility is reduced. The increase in motorised cycles has altered the perception of speed of an oncoming cycle and the accidents have happened.”

Pre-pandemic, TfL scrapped protected lanes from Notting Hill Gate to Holland Park roundabout amid Tory council and trader opposition.

In 2009, cyclist Eilidh Cairns, 30, died on Notting Hill Gate, struck by an HGV driver cycling westbound—marked by London’s first “ghost bike,” as reported by the Evening Standard.

The Kensington Society warns Bayswater changes could undermine resistance to Notting Hill Gate extensions.

This row reflects London’s cycling tensions: safety gains for two-wheelers versus pedestrian and motorist risks on congested roads like Bayswater. With consultation ending soon, responses could reshape the plans.
